When any notice, bill or other document is required to be served upon or issued or presented to any person under this Act or any rule made there under, such service, issue or presentation shall be given effect-- (a) by giving or tendering such notice, bill or document to such person; or (b) if such person is not found, by leaving such notice, bill or document at his last known place of abode or business or by giving or tendering the same to his agent, clerk or servant or some adult member of his family; or (c) if his address elsewhere is known, by forwarding such notice, bill or document of such address by registered post; or (d) if none of the means aforesaid is available, affixing the same in some conspicuous part of the land or building, if any, to which the notice, bill or document relates.
