(1) The Highways authority or any officer authorized in this behalf by the Government shall for the purposes of this Act, have the same powers as are vested in a Court under the Code of Civil Procedure, 1908 when trying a suit in respect or the following matters, namely:- (a) summoning and enforcing the attendance of any person and examining him on oath; (b) requiring the discovery and production of documents; (c) compelling the production of books of account and other documents: and (d) issuing commissions for the examinations of witness or documents. (2) Any person summoned merely to produce a document shall be deemed to have complied with the summons, if he causes such documents to be produced, instead of attending personally to produce the same.
