If the Highways authority is of opinion that it is necessary or expedient so to do in the interest of public safety or convenience of traffic, it may, by notification, and from a date to be specified therein, regulate or divert any existing right of access to a highway across any land lying between the highway boundary and control line: Provided that the existing right of access shall not be diverted until alternative access has been given: Provided further that where any existing right of access is diverted, the point at which alternative access to the highway is given shall not be unreasonably away from the existing point of access.
