(1) If any person who has hired a hackney Of refuB&' carriage refuses to pay to the owner or driver thereof to pay fare. the f m payable under this Act, the magistrate may order payment of such fare, and also of reasonable compensation for loss of time and in default of im- mediate,payment such fare and compensation may be recovered as a fine.
