The Government shall be entitled to collect from each pattadar and each pattadar shall be liable to pay to the Government, by way of contribution for every land in respect of which he has been granted a ryotwari patta an amount equal to ten times the» difference between the fair rent in respect of such land as determined in the manner specified in subsection (2) of section 25 and the land revenue due on such land. Explanation.—For the purposes of this Chapter “Pattadar” means any person (other than a janmi) to whom a ryotwari patta has been granted under the provisions of this Act. Determination of contribution
