Where the special rules prescribe stoppage of increments as a penalty for failure to pass a special test or acquire a special qualification prescribed in those rules, such failure shall, in the case of member who has reached the maximum of the 1 [ levels of pay in the pay matrix] applicable to him, render him liable to the penalty of reduction to the next lower stage in his 2 [ levels of pay in the pay matrix].
