If no manager of the property or guardian of the person of a ward is appointed by the Court, or the office is temporarily vacant, the District Collector specified in the notification under section 19, or any other Clelleotor whom the Court may appoint in this behalf, shall be competent, under the control of the Court, to do any- thing that might be done by suoh manager or guardian. 1 s
