An appeal against an order of the competent authority under sub-section (4) of section 4, sub-section (2) of section 5 and sub-section (4) of section 10, shall lie to such appellate authority, as the Government may, by notification appoint, within a period of thirty days from the date of receipt of the order. The Government may appoint as many appellate authorities as they deem fit: Provided that the appellate authority may admit an appeal preferred after the said period, if it is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time.
