The University shall have the following powe~s and functions of functions, namely :- the University. (a) to provide for instruction and training in engi- neering, technology and allied sciences ; (b) to provide for research and for advancement and for dissemination of knowledge in engineering, technology and allied sciences J I (c) to institute degrees, diplomas and other academic distinctions in engineering, technology and allied sciences; (dl to hold examinations and confer degrees, diplomas and other academic distinctions on persons who have- (i) pursued a prescribed course of study ; or (ii) carried out research in the University or in any other centre 01 institution recognised by the University under the prescribed conditions ; I (e) to confer honorary degrees or other academic distinctions in the prescribed manner and under the pres- cribed conditions ; 6 (f) to prescribe conditions under which the award of any degree, diploma and other academic distinctions to persons may be withheld ; I (g) to act as co-ordinator among the constituent colleges, laboratories and institutions of the University ; (h) to recognise an institution of higher learning for such purposes as the University may determine and to withdraw such recognition ; I 1978 f %.El. Act 301 4- h f t e r d f t ~ 88 1 ti) to co-operate with any otlier University, authority or association or any other public or private body having in view the promotion of purposes and objects similar to those of the University for such purposes as may be a p r d upon on such terms and conditions as may, from time to time, be prescribed g (f) to establish and maintain colleges or institutions relating to engineering, technology and allied sciences ; (Ic) to establish and maintain laboratories, libraries, r e ~ r c h stations and museums for teaching and research; (I) to institute teaching and norearch pods and to appoint persons to such ports ; (m) to create administrative and other posts and to appoint persons to such posts ; (n) to institute and award fellowships, scholarships, vim6 and medals in accordance with the statutes 1 (0) t o establish and maintain or recognise hostels for students of the University and residentir 1 accommodation for the staff of the University and to withdraw any such recognition i @) to demand and receive payment of such fees and other chargesas may be prescribed from time to time 4 (q) to superviseand control hostelsand to reguhte and anforce discipline among the students of the University and to make arrangements for promoting their health and general welfare ; (r) to act a@ trustees or managers for any propertp, Ieecy, endowment, bequest or gift for the purpose of education or research or otherwise in fwthe~ance of the work and welfare of the University and to invest any funds representing the same, in accordance with the provisions cf this Act and the statutes made thereunder ; ($1 to assess the needs of the State and the country in terms of subjec ts, fields of specialisation, levels oEeduwtion and training of techpica1 manpower bothon short and Iong term basis and to initiate necessary programmes to those &e 1 125-10-56 885 Anna ~niversily 1 119% : T.N. Act N (t) to organise advanced studies and research pro- grammes based on a deep unde~standing of the trends in engineering, technology and in allied sciences so that the profession will be ensured chf men who are not only up-to- date, brat also will be able to provide the lead ; (u) to promote research, design and development activities that have a relevance to social needs and development programmes of the nation ; (v) to initiate measures to enlist the co-operation of industries and Govanmental employers to pro~ide comple- mentary fd cilities ; (w) to provide for continuous expe~imentation in imparting knowledge, organisation of training and prepa- ration of text-books and other instructional materials ; (x) to arrange for progressive introduction of conti- nuous evaluation and re-orientation of the objectives in educational measurement ; I ~ y ) to further entrepreneuriil ability among its students ; i (i) to educate the public with kegard to the require- ment of, and opportunities, in the profession of engineering, technology andallied sciences and its responsibilities and =vice to society ; ( p a ) to enter into any agreement for the merger in the University of any other college or institution, and for taking ovzr its rights, and liabilities, and for any other purpose not repugnant to the provisions of this Act ;and ( ~ b ) to do all such acts and things, whether incidental to the powers and functions afo~esaid or not, as may be neassaryor dzsirableto fwther the objectsof the University. h i s s i o n
