Subject to the provisions of this Act, the statutes statutes. may provide for all or any of the following matters, namely :- (i) the holding of convocation to ,confer degrees ; (ii) the conferment of honorary degrees and academic distinctions ; (iii) the constitution, powers and functions of the authorities of the University ; (iv) the manner of filling vacancies among members of the authorities ; \ (v) the allowances to be paid to the members of the authorities and committees thor~of ; 894 Anna Wnive~sity (vi) the procedure at meetings of the authorities including the quorum for the transaction of business at such meetings ; I (vii) the authentication of the orders or decisions of the authorities ; (viii) the formation of departm I2 nts of teaching at the University and its constituent colleges ; (ix) the term of office and method of appointment and conditions of service of the officers of the University other than the Chancellor and the Pro-Chancellor ; (x) the qualifications of the teachers and other persons employed in the University ; I (xi) the classification, the method of appointment and determination of the terms and conditions of service of teachers and other persons employed in the University ; (xii) the institution of pension, gratuity, insuranw or provident fund for the benefit of the officers, teachers and other persons employed in the University ; (xiii) the institution of fellowships, scholarships, studentships, bursaries, medals and prizes and the condi- tions of award thereof ; (xiv) the establishment and maintenance of halls and hostels ; I (xv) the conditions for residence of students of the 1 University in the halls and hostels and the levy of fees and other charges for such residence ; I (xvi) the conditions of registration of gradtiates 1 and the maintenance of register thereof ; I I (xvii) any other matter which is'required to be or may be prescribed by the statutes. made. ! how 30, (1) The first statutes shall be those as set out in Schedule 3.1. 4 (2) The Syndicate may, from time to time, makg statutes and amend or repeal the statutes in the manner hereinafter provided in this section. Act 301 Ahna Unfversity 1 , gg5 I (3) The Academic Connci! may probose to the Syndicate the draft of any statute to be passed by the Syndicate and such draft shall be considered by the Syndi- cate at its next meeting : I Provided that the Academic coundil shall not propose any amendment to any statute affecting the status, powers or constitution of any authority of the University, until such authority has been given an opportunity of expressing its opinion upon. the proposal and any opinion so expressed shall be considered by the Syndicate. (4) The Syndicate m g consider the draft proposed by the Academic Council under sub-section (3) and may either pass the draft statute or reject or rgturn it with or without amendments to the Academic. Council for reconsideration. (5) (a) Any nlember cf the Syndicate may propose to the Syndicate the draft of a statute and the Syndicate may either accept or reject the draft, if it relates to a matter not falling within the purview of the Academic Council. (b) In case such draft relates to a matter within the purview of the Academic Council, the Syndicate shall refer it for consideration to the Academic Council, which may, after following the procedure laid down in the proviso to sub-section (3), either report to the Syndi- cate that it does not approve the draft or submit the draft to the Syndicate in such form as the Academic Council may approve and the Syndicate may either pass with or without amendment or reject the draft. I (6) A statute passed by the syndicate shall be submitted to the Chancellor who may assent thereto or withhold his assent. A statute passed by the Syndicate shall have no validity until it has been assented to by the Chancellor. I
