Where the Central Government, having regard to the extent and severity of the nuclear damage is of the opinion that it is expedient in public interest that claims for such damage be adjudicated by a Claims Commission instead of by Claims Commissioner, then, it may by notification, establish a Claims Commission to be called the Nuclear Damage Claims Commission for the purposes of such adjudication.
