The Government may, in respect of the Fund referred to in sub-section (I). lay down such rules regarding the custody and management of the said Fund as it deems fit, and such restrictions and stipulations as it deems fit to ensure that the corpus of the Fund is preserved and the income therefrom is utili sed only for the purposes stated in the said sub-section. All property, fund and all other assets vested in the Board shall be held and applied by it subject to the provisions and for the purposes of this Act. Subject to the provisions of sub-section (2) of section 7, all transactions in money and property covered in this Chapter shall be entered into and carried out by the Executive Committee on behalf of the Board. and it shall have power to enter into and carry out such transactions with- out prior reference to the Board: Provided that -
