If any difficulty arises in giving effect to the provisions of this Act or the rules, schemes or orders made thereunder, the Central Government, by notification, remove the difficulty: Provided that no notification shall be made by the Central Government after the expiry of a period of three years from the date on which this Act receives the assent of the President.
