No court shall take cognizance-- (a) of an offence under section 56 or section 57 except on the complaint in writing made by the registered proprietor or the registered user of a layout-design in respect of which the offence has been committed; (b) of an offence under section 58 or section 59 except on complaint in writing made by the Registrar or any officer authorised by him in writing.
