13. Procedure as to orders delimiting constituencies.-- 1 *** (3) Every order made under 2 * * * section 11 or section 12 shall be laid before Parliament as soon as may be after it is made, and shall be subject to such modifications as Parliament may make on a motion made within twenty days from the date on which the order is so laid.
