Time frame for submission of bids.- (1) While fixing the last date by which bids are to be submitted by the bidders, the procuring entity shall take into account- (a) the need of the bidders for having a reasonable time to prepare and submit their bids; and (b) the time frame envisaged for procurement. (2) Subject to the provisions of section 23, the maximum time as may be allowed for submission of bids shall be the same for all bidders.
