Power to remove difficulties.- (1) If any difficulty arises in giving effect to the provisions of the Act, the State Government may, by order, make such provisions or give such directions not inconsistent with the provisions of the Act as may appear to it to be necessary or expedient for the removal of the difficulty: Provided that no such order shall be made under this section after the expiry of two years from the commencement of this Act.
