Removal of difficulties.- If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by general or special order published in the Official Gazette, give such directions as are not inconsistent with the provisions of this Act and may appear to be necessary or expedient for the purpose of removing such difficulty: Provided that the powers conferred under this section shall not be exercised after the lapse of three years from the date of enforcement of this Act.
