Disqualification for membership of an authority.- A person shall be disqualified for being a member of any of the authorities of the University, if he- (a) is of unsound mind and stands so declared by a competent court; (b) is an undischarged insolvent; (c) has been convicted of any offence involving moral turpitude; (d) is conducting or engaging himself in private coaching classes; or (e) has been punished for indulging in or promoting unfair practice in the conduct of any examination, in any form, anywhere. 26.Vacancies not to invalidate the proceedings of any authority of the University.- No act or proceeding of any authority of the University shall be invalid merely by reason of any vacancy or defect in the constitution thereof.
