Certificate of fitness to be obtained for all boats.-After the expiry of six months from the commencement of this Act, no person shall ply a boat in any river or lake, whether for pleasure or for hire or otherwise, except under the authority, and in accordance with the conditions, of a certificate of fitness in respect of that boat granted by the prescribed officer or authority in the prescribed manner after an inspection of the boat with reference to the prescribed matters. ___________________
