Power to make regulations.-(1) The Council may make regulations not inconsistent with the provisions of this Act and the rules made thereunder enabling it to discharge its functions under this Act. (2) In particular and without prejudice to the foregoing powers, such regulations may provide for all or any of the following matters, namely:- (a) the time, date and place at which the Council shall meet and the rules of procedure the Council shall observe in regard to transaction of its business at its meeting under sub-section(1) of section 8; (b) Committees which the Council may constitute, the number of member which the committee may consist of and functions which may be performed by such committee under section 9.
