Acts and proceedings of the Council presumed to be valid,- No act or proceeding of the Council or of any of its committees shall be invalid merely by reasons of – (a)any vacancy therein or any defect in constitution thereof; or (b) any irregularity in its procedure not affecting the merits of the case.
