The State Government may appoint a new Chairman or member when the Chairman or a member of a committee of management- (a) resigns or dies, or (b) is for a continuous period of six months absent from India without leave of the Commissioner, or (c) leaves India for the purpose of residing abroad, or (d) refuses to act, or (e) is removed by the State Government under Sec. 57
