On and from the date of commencement of this Act, - (a) the Commission, if any, constituted, under sub-section (1) of section 17 of the Central Act and deemed to be the first Commission in terms of proviso to sub-section (1) of section 3, shall exercise all powers and functions in accordance with the provisions of this Act: (b) save as otherwise provided in clause (a), the provisions of the Central Act dealing with Commission shall have no application in the State: and (c) the provisions of the Central Act, with respect to the matters for which provisions have been made in this Act, shall not apply in the State.
