(1) The State Government may, by notification in the Official Gazette, make rules to carry out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power such rules may provide for all or any of the following matters, namely: - (a) the salary, allowances and other terms and conditions of service of the Members: (b) the form and the manner in which and the authority before whom the oath of office and secrecy should be subscribed to the Chairperson and Members: (c) the form in which and the fee with which the application may be made to the Commission by any person seeking licence: (d) the manner in which and the particulars with which the notice of application shall be published by the person applying for the licence: (e) the manner in which and particulars with which the notice of application seeking any alterations or amendments in the licence shall be published by the Licensee: (f) the manner in which and the particulars with which the Commission shall publish the proposed alterations or amendments in a licence: (g) the date before which in each year, the form in which and the particulars with which the annual statement of accounts shall be prepared and rendered to the Commission by the licensee: (h) the form in which and the time at which the Commission shall prepare its budget; (i) the form in which annual statement of accounts should be prepared by the Commission; (j) the form in which and time at which annual report shall be furnished by the Commission to the State Government: and (k) any other matter which is to be or may be prescribed or in respect of which provision is to be made by rules.
