A person shall not be eligible to be nominated as an Independent Member of State Committee or of the District Committee, if he- (a) is not a citizen of India; (b) has been convicted by a court of law, or against whom charges of an offence involving moral turpitude have been framed by a court; (c) has been dismissed, removed or compulsorily retired from any public service; (d) has been declare insolvent by a court of law; (e) is of unsound mind; or (f) is or has been a Member of Parliament or the Legislature of a State or a local body; or is or has been an office-bearer of any political party or any organisation connected with a political party; or is or has been a member of any political party or any organisation affiliated to a political party.
