Whoever- (a) smokes opium; (b) gathers, keeps or possesses appliances, pipes, apparatus or instruments used for the purpose of smoking or opium or of preparing opium for smoking purposes, shall be punished with imprisonment for a term which may extend to six months or with fine which may extend to one thousand rupees or with both.
