Where there is reason to believe that, in any building or on any land, a work has been executed in connection with any municipal drainage works or other municipal undertaking in contravention of the provisions of this Act or of rules or bye-laws made hereunder, the Chairperson, the ViceChairperson, the Chief Municipal Officer or a Health officer may at any time and without notice inspect such building or land: Provided that in the case of a building used as a human dwelling due regard shall be had to the social and religious customs of the occupiers thereof.
