(1) The Municipality may, by written notice require the owner of every building in any street to put up and keep in good condition proper troughs and pipes for catching and carrying the water from the roof and other parts of such building, and for discharging the same in such manner as it may think fit so that it shall not fall upon persons passing along the street or cause damage to the street. (2) Where any owner or occupier of the building fails to comply with the requirements envisaged in the notice under subsection (1) and thereby contravenes the provisions thereof, he shall, on conviction, be punished with fine which shall not be less than one thousand rupees but which may extend to two thousand rupees.
