Time and place of meetings. - The Board shall meet at such time and place and every meeting of the Board shall be summoned in such manner, as may be prescribed by regulations: Provided that, until regulations are made, it shall be lawful for the Chairman to summon a meeting or meetings of the Board at such time and place, as he may deem expedient by a letter addressed to each member on a clear notice of fifteen days.
