(1) Any person who wilfully neglects or refuses to comply with any requisition lawfully made upon him under clause (a) or clause (b) of sub-section (1) of section 6 shall be liable, on conviction before a Magistrate, to a fine which may extend to one hundred rupees: Provided that no proceedings under this section shall be instituted except on the written sanction of the State Government, or the Controlling Authority: Provided further that before giving such sanction the State Government or the Controlling Authority shall call upon the person against whom the proceedings are to be instituted to show cause why the sanction should not be given. (2) No court inferior to that of a Magistrate of the first class shall try any offence against this Act.
