The Whips of recognised parties and Leader of groups in the Legislative Assembly shall be entitled to such telephone facilities as may be prescribed. Explanation. For the purpose of this section : (i) recognised party means a party having a membership of more than the quorum prescribed for the sittings of the Assembly for the time being; (ii) Group means an association of members recognised by the Speaker as a group.
