When any building is build, re-built or enlarged, the owner shall, within ninety days from the date of completion of such building, re-building or enlargement, or from the date of occupation of such building, whichever date may be earlier, give notice thereof to the Assessing Authority in such manner, and containing such particulars, as may be prescribed.
