Without prejudice to the provisions of section 44, the corporation may utilise such staff and services of the State Government as may be necessary for, or to facilitate, the discharge of functions by the corporate under this Act. Explanation. - For the purpose of this section, "service" in relation to the State Government, shall mean providing of machinery, tools, vehicles, and such other goods and things as may be provided by the State Government to the corporation for the purpose of execution of the works.
