If a land-holder neglects or fails to pay to the corporation the proportionate cost of works as provided in the notice under section 24, the works shall be executed by the corporation and the whole of the proportionate cost of works, or the outstanding amount thereof, as the case may be, shall be a charge on his land-holding and shall be recoverable as stated in section 29.
