The Act to have overriding effect.- The provisions of this Act and the rules, Statutes , Ordinances made thereunder shall have effect notwithstanding anything to the contrary contained in any other law , for the time being in force, 22 relating to the matters in respect of which the State Legislature has exclusive power to make laws.
