Section 25

Appointment of the Director General

There shall be appointed by the State Government an officer not below the rank of the Secretary to the Government to be the Director General of the Authority. He shall, subject to the general control of the Authority, exercise the following powers, perform the following functions and discharge the following duties, namely:- (a) to supervise and control all officers and servants of the Authority; (b) to work out modalities of delivery of the public welfare benefits and other services and ensure their effective monitoring and implementation; (c) to manage the properties, records and funds of the Authority; (d) to maintain true and proper accounts of the Authority including checking and auditing in respect thereof periodically; (e) to prepare annual income and expenditure accounts and balance sheet of the Authority; (f) to maintain up-to-date and complete statistical information, including progress made in the implementation of various programmes from time to time; (g) to process project proposals for financial assistance and issue utilization certificates thereof; (h) to convene meetings, seminars and workshops connected with the main objectives of the Authority and preparation of reports and follow-up action thereon; (i) to produce video, documentary films, publicity material, literature and publications to inform general public about the various aspects of the Authority; and (j) to perform such other functions as may be delegated to him by the Authority.
