Whoever contravenes any of the provisions of this Act or the rules and regulations made thereunder, for which no specific penalty is provided for, shall, for the contravention, be punished,- (a) for the first offence, with fine which may extend to five thousand rupees; and (b) for a second or any subsequent offence, with fine which shall not be less than ten thousand rupees but which may extend to one lakh rupees.
