With the previous sanction of the Government and subject to the provisions of this Act and rules made thereunder and subject to such conditions as may be specified by the Government by a general or a special order issued in this regard, the Board may from time to time borrow any sum required for the purposes of this Act through loans or debentures or bonds or such other instruments, as it may deem fit. All such instruments shall be issued, transferred, dealt with and redeemed in such manner as may be prescribed.
