(1) The Government may, from time to time, give grants or financial assistance to the Board with or without direction as to the manner in which such grants or financial assistance shall be applied. (2) The Government may, for giving such grants or assistance, lay down a scheme, which may include the conditions of release of such grants or financial assistance.
