(1) No civil court shall take cognizance of any matter which is required to be or may be decided by the Government, Board, or the appellate authority under the provisions of this Act. (2) An order passed or a direction given by the Government to the Board, or the appellate authority under the provisions of this Act or an order passed or notice issued by the Board or the appellate authority under the provisions of this Act shall be final
