University open to all classes. - The University shall, subject to the provisions of the ordinances and the statutes, be open to all persons irrespective of their caste, creed, race, class or sex: Provided that no religious instruction or training shall be imparted in an academic institution affiliated to or recognised by this University which is wholly maintained or aided by the State Fund unless the consent, of the student, in the case of his being a major and, of the guardian of the minor, in the case of a minor, has been obtained.
