Definitions.- In this Act, unless the context otherwise requires,- (a) “Academic Council” means the Academic Council of the University; (b) “affiliated college” means a college or institute admitted to the privileges of the University; (c) “authority” means any authority of the University as specified in this Act; (d) “Board” means the Board of Management of the University; (e) “Chancellor” means the Chancellor of the University; (f) “college” means a constituent college or an affiliated college; (g) “competency” means the ability to use acquired knowledge and learning and development of character for performing a job role successfully or efficiently; (h) “Comptroller” means Comptroller of the University; (i) “constituent college” means a college maintained by the University; (j) “credit framework” means the framework, developed by the university, built on measure units of education, skills, and learning credits for a student to achieve the competency for performing a job role successfully or efficiently; (k) “Dean” means the Dean of the Faculty or the Dean of the constituent college; (l) “Director” means Director of Skill Education, Director of Human Resources Development, Director of Students’ Welfare and other Directors of specified areas, which the University may create from time to time; (m) “Faculty” means Faculty in the University as specified in this Act and the Statutes; (n) “Governor” means the Governor of the State of Rajasthan; (o) “Head” means Head of a department or division of the discipline; (p) “hostel” means a place of residence for students of the University maintained or recognized by the University either as part of, or separate from, the University; (q) “IFCI Ltd.” means the Industrial Finance Corporation of India Ltd., a Government company registered under the Companies Act, 1956 (Central Act No.1 of 1956); (r) “ILD” means the Institute of Leadership Development, Jaipur, a society registered under the Rajasthan Societies Registration Act, 1958 (Act No.28 of 1958); (s) “National Occupational Standards” means National Occupational Standards formulated by the Sector Skill Councils or, as the case may be, by the National Skills Qualification Committee; 2 (t) “National Skill Development Agency” means the National Skill Development Agency, an autonomous body, registered as a Society under the Societies Registration Act, 1860 (Central Act No. 21 of 1860); (u) “National Skill Development Corporation” means the National Skill Development Corporation, a company registered under the Companies Act, 1956 (Central Act No. 1 of 1956) ; (v) “National Skills Qualification Framework” means the National Skills Qualification Framework notified by the Ministry of Finance (Department of Economic Affairs) Government of India vide Notification No. 8/6/2013-Invt. dated 27th December, 2013; (w) “National Skills Qualification Committee” means the Committee set up in accordance with para 14(i) of the Notification No. 8/6/2013-Invt. dated 27th December, 2013 issued by the Ministry of Finance (Department of Economic Affairs) Government of India; (x) “officer” means an officer of the University as specified in this Act or any other person in the employment of the University who is declared as officer by the Statutes; (y) “prescribed” means as prescribed by the Statutes of the University; (z) “Registrar” means the Registrar of the University; (za) “Regulations” means the Regulations made under section 36; (zb) “Sector Skill Council” means the Sector Skill Council specified in Notification No. 8/6/2013-Invt. dated 27th December, 2013 issued by the Ministry of Finance (Department of Economic Affairs) Government of India; (zc) “skills” means the qualification and competency achieved through education, training and learning for performing a job role successfully and efficiently; (zd) “Statutes” means the Statutes of the University made under section 34; (ze) “student” means the person enrolled in the University for taking a course of study for a degree, diploma, certificate or other academic distinction; (zf) “teacher” means a person not below the rank of Assistant Professor appointed or recognized by the University for the purpose of imparting instructions and/or conducting and guiding research and includes any other person who may be declared by the Statutes to be a teacher; (zg) “University” means the Rajasthan ILD Skills University, Jaipur as established and constituted under this Act; and (zh) “Vice-Chancellor” means the Vice-Chancellor of the University. CHAPTER II The University and the Chancellor
