Previous publication of rules and regulations. - The power of the State Government to make rules and of the Board to make regulations is subject to the condition of the rules or regulations being made after previous publication, for objections and of their not taking effect until they have been published in the Official Gazette, and of the regulations not taking effect until they have been confirmed by the State Government.
