Notwithstanding anything contained in sub-section (1) of section 31, the State Government may at any time, if it considers necessary, divest the Gram Sabha of the management of the whole or any part of the lands mentioned in the said sub- section, by notification in the Official Gazette, and thereafter all rights of the Gram Sabha in such lands shall cease.
