Jurisdiction.-(1) No Court inferior to that of a Magistrate of the First Class shall try any offence under this Act. (2) No Court shall take cognizance of any offence under this Act except on a report in writing of the facts constituting such offence made by a Fishery Officer or a Police Officer not below the rank of a Sub- Inspector or any other person or class of persons authorised by the State Government in this behalf. _ _ _ _ _ _ _ _ _ _ _ _ _
