(1) The Government may, by notification, constitute an Apex Committee with such number of Members as may be considered necessary. (2) The Committee constituted under sub-section (1) may exercise such powers and functions as may be necessary to, (a) lay-down the policies for implementation of the provisions of this Act; and (b) give such directions to any Farmers' Organisation, as may be considered necessary, in exercising their powers and performing their functions in accordance with the provisions of this Act. (3) The Government may appoint a Commissioner to exercise general control and superintendence over the competent authorities in performance of their functions under this Act or the rules made thereunder. (4) The powers to be exercised and the functions to be performed by the Commissioner shall be such as may be prescribed by the Government.
