Penalty on unregistered person representing that he is registered.-If a person whose name is not entered in the register falsely pretends that it is so entered or uses in connection with his name or title any word or letters representing that his name is so entered, he shall, whether any person is actually deceived by such representation or not, be punishable, on conviction, with fine which may extend to twenty thousand rupees.
