Registrar and other officers and servants of the Board.-(1) The State Government shall appoint the Registrar of the Board. (2) The Registrar shall be the Secretary and the executive officer of the Board. (3) The Board may, with the prior approval of the State Government, appoint such other officers and servants as may be necessary for carrying out the purposes of this Act. (4) All questions relating to the number, designations, pay and allowances, recruitment, promotions, leave, provident fund and other conditions of service of the officers and servants appointed under sub- section (3) shall be governed by rules made by the State Government. (5) The Registrar and any other officer or servant appointed under this section shall be deemed to be a public servant within the meaning of section 21 of Indian Penal Code, 1860 (Central Act 45 of 1860).
