Registration of marriage solemnized prior to the commencement of this Act.- Notwithstanding anything contained in this Act, any marriage solemnized prior to the commencement of this Act may be registered on submitting a memorandum in the form prescribed under Section 7 and on payment of such fee as may be prescribed.
